Can Salvation Be Reached by Non-Believers?

The Bible promises that "EVERYONE who loves is born of God and knows God." – 1 John 4:7 So, does this mean there may be people in heaven who have known little of theology, but because they have valued the principle of love, they actually know God, though they and others may have seen themselves as “non-believers”?
